On April 10, 2025, the 2nd CICS 2025 Lunch Seminar will take place in a hybrid format. The guest speaker – Mariana de Moura Souza – will address the topic “Funding for Science, Technology, and Innovation in Brazil.” The session will also feature moderation by Manuel Carlos Silva.
“The discussion around where the necessary funding will come from to support a national plan for science, technology, and innovation stems from a reality in which we are still one of the world’s major countries that invests little in this area. Brazil has spent decades hovering between 1% and 1.5% of its GDP on R&D, while South Korea has surpassed 5%, the USA spends 3.5%, and China and Germany invest 3% of GDP based on purchasing power parity (OECD, 2024). The restoration of the FNDCT, although extremely important for Brazil’s S&T system, is not enough to bring us to a development level comparable to other countries. With these ‘new’ resources, combined with increased public spending – at the federal and state levels in 2023 – and even if the same level of private sector investment is maintained, we will get very close to the 2% demanded by the organized academic community. But that is not enough to bring Brazil into the 21st century. At a time when the country is discussing the National Strategy for Science, Technology, and Innovation for the next 10 years, we need to be more ambitious and set a goal of investing at least 3% of GDP in STI.”
